The Pacific Regional Framework on Climate Mobility Implementation Plan 2025-2030 was endorsed by Forum members at the Pre-Forum Officials Committee meeting 11-12 August 2025. The Implementation Plan offers a prioritized, simple and practical set of actions aimed at supporting government and community action on climate mobility. Development Process and Partnerships
The development of the Pacific Regional Framework on Climate Mobility (PRFCM) Implementation Plan was undertaken through an inclusive, member-led process designed to ensure broad ownership and representation. The process involved extensive regional consultations, technical reviews, and dialogues, engaging governments, communities, civil society, and technical experts across the Pacific.
The Joint Working Group (JWG), co-chaired by Tuvalu and Fiji, provided overall leadership and coordination, supported by ESCAP, PIFS, and IOM serving as the Secretariat. Other PCCMHS partners actively contributed throughout the drafting, review, and consultation stages, ensuring that community voices, including women, youth, and persons with disabilities, were incorporated.
Following multiple rounds of consultation with the JWG, the Technical Working Group on Human Mobility (TWG-HM), civil society organizations, and the Forum Subcommittee on Regional Security (FSRS), the draft Implementation Plan was submitted to Forum policy and development processes for formal review and consideration.
The PCCMHS Programme, funded and supported by the New Zealand Ministry of Foreign Affairs and Trade (MFAT), played a pivotal role in facilitating and resourcing the process, including enabling stakeholder engagement, technical support, and regional knowledge sharing.
This collaborative approach ensured that the Implementation Plan reflects Pacific priorities, community perspectives, and regional consensus, providing a strong foundation for its successful implementation.
