This policy analysis explores and evaluates various methods for costing and financing planned relocation actions in the Pacific. Specifically, it considers how the Pacific Regional Framework on Climate Mobility, which includes planned relocations, could be implemented through improving and aligning financing streams, which in turn can be better informed through effective, credible, and harmonised cost estimation or budgeting processes. The report provides Pacific governments and partners with a practical framework to (i) identify the full cost profile of climate-related community relocation across the relocation lifecycle, and (ii) align those cost profiles with realistic financing pathways. It is designed to support national budgeting, donor engagement, and regional coordination under emerging Pacific climate mobility frameworks.
